The President of the Region presides the Council Board. The Presidents of the Region are elected by the Regional Council and represent the Region externally. They call meetings of the Regional Council and of the Council Board. As a representative of the Region, the President of the Region holds meetings with citizens, representatives of associations, governmental units and authorities and non-profit organisations.

Additionally, the Presidents of the Region also performs tasks assigned to them by the Regional Council, by the Council Board or by law. As the chairman of the Regional Security Council they can declare a state of emergency in the Region.
